Grand jury indicts sex offender for rape, kidnapping

PORTLAND, Ore. (KOIN) – A grand jury has indicted a 48-year-old man on allegations of rape and kidnapping stemming from an attack in late March.

Robert C. Shelby will appear in court on Tuesday and will be arraigned on the 15 count indictment.

Shelby is charged with four counts of first-degree sexual abuse, three counts of first-degree rape, two counts each of first-degree kidnapping and first-degree sodomy and one count each of first-degree burglary, unlawful use of a weapon, strangulation and fourth-degree assault.

Police say the attack happened in the 4700 block of North Willis Blvd on March 28.

According to court documents, Shelby is homeless and has been living around North Portland. He reportedly attacked a woman after forcing his way into her apartment.

Shelby remains in the Multnomah County Detention Center.
