Accused Washington Co. rapist, torturer to change plea

HILLSBORO, Ore. (KOIN) – Paul Jackson, who is accused of kidnapping and repeatedly raping two females between 1988 and 1990, is expected to change his plea on Wednesday, according to court records.

The hearing has been scheduled for 3 p.m. on Wednesday in Washington County Circuit Court.

Jackson remains in the Washington County Jail.

The named victim in the 1990 case, Andrea Hood, was a teenager when she was kidnapped and attacked.

The victim in the 1988 attack now lives in Eastern Washington, records show.

Normally, KOIN 6 News does not identify victims of rape or sexual assault, but Hood has done interviews with KOIN 6 News, and other media, in which she agreed to have her name used.

According to court documents:

The investigation in Hood’s case started on June 2, 1990 when Hillsboro Police got reports of a kidnapping and forcible rape.

Hood told police that she was “forcibly” taken on June 2 around 2:30 a.m. from the area of Northeast 33rd and Broadway in Portland by two men. She had been walking home from a fireworks display.

Hood told police that a Datsun or Toyota truck pulled up next to her and that the driver offered to give her a ride home. Hood accepted and got inside the vehicle.

The man drove around the area of Benson High School. He eventually parked.

Another man then opened the truck door, put his hand over Hood’s mouth and told her not to scream.

Hood told police one of the men had what appeared to be a “stun-gun”.

She was forced into the back of the truck. The windows to the vehicle’s camper bed had curtains over them. Hood told police that she saw one of the men pull out handcuffs, baby oil, studded objects, and a red flashlight.

Eventually, a pillow case was put over Hood’s head and duct tape across her mouth. The last thing Hood remembered seeing as the Burnside Bridge.

While the two men drove Hood – they communicated which each other using hand-held radios.

Hood was attacked sexually inside the camper as the vehicle traveled to Hillsboro. She was held captive in the 3500 block of Northeast Olympic.

“At one point, the male told the driver by radio that if he wanted to come back, then to call him and pull over.”

The two men transported Hood to a home in Hillsboro where they repeatedly raped and sodomized her.

The pillowcase was removed from Hood’s head until 6 a.m. on June 2, 1990. She was allowed to sleep intermittently until about 11:30 a.m.

Around noon, one of the men took the handcuffs off. During the day, as she was being held captive, Hood was warned not to try and leave because there were dogs outside the home that would attack.

Throughout the day, Hood was handcuffed and chained to the bed. She was forced to smoke pot.

Around 11:30 p.m. on June 2, 1990, Hood was able to escape by slipping her hand from the handcuff. She grabbed a shotgun and broke out a window and jumped through the broken glass.

One of the men yelled: “Get her! Don’t let her get away.”

Hood ran to two nearby homes to get help, but no one answered the doors.

A neighbor told police that she had heard breaking glass, the sounds of someone screaming and looked out to see Hood fleeing the suspects’ residence. The neighbor – a registered nurse – saw the cuts to Hood’s arms and thighs and started performing first aid.

As police were investigating the kidnapping, they had units watching the home where Hood was held captive. On June 3, 1990, around 1:30 p.m., the two suspects returned to the scene of a crime in a white Datsun pickup.

Both were detained for questioning.

On June 30, 1990, a Washington County grand jury filed multiple counts of kidnapping and rape against Paul E. Jackson.

He fled before a trial could take place.

His half-brother, Vance Roberts, is the other man who held Hood captive. He also fled.

Roberts also fled, but surrendered in 2006. He’s now serving a 108-year prison term.

Jackson was featured on the CNN program, The Hunt, hosted by John Walsh.

He was arrested in Guadalajara by Mexican authorities at a downtown hotel. He told authorities his name was “Pablo Bennett,” and he’d been living in Mexico for years.

During his time in Mexico, he was married and fathered two children.

Details of the plea agreement between the Washington County District Attorney’s Office and Jackson have not been released. Jackson could either enter a plea of guilty or no contest.
