Accused rapist awaits trial 1 year after arrest

HILLSBORO, Ore. (KOIN) — A year after being charged with a combined 15 first-degree felony counts of rape, sexual abuse, kidnapping and sodomy, Jose Omar Ortiz-Rico still awaits trial.

The Washington County District Attorney told KOIN 6 News the defense team requested 2 different competency hearings, which delayed the proceedings. It wasn’t until June 30 a judge ruled Ortiz-Rico competent to stand trial, beginning Aug. 16.

The mother of one of his alleged victims told KOIN 6 News she’s been called to testify multiple times, but it’s always been re-scheduled.

She said her daughter knew Ortiz-Rico, who asked the girl one night to run errands with him.

When she asked to go home, the mother said, Ortiz-Rico refused, holding her daughter for 14 hours while he repeatedly assaulted her.

But he wasn’t arrested until another victim reported being raped that authorities took him into custody.

The mother who spoke with KOIN 6 News said justice has yet to be served. She hopes the trial goes forward as planned.
