It’s not clear if the victim will survive.

The business owner is cooperating and is not in custody, police told KOIN 6 News. However, he is answering questions at police headquarters. Police are investigating whether he was licensed to carry a gun.

Investigators are looking into whether the victim was homeless. One man who works in the building told KOIN 6 News homeless people leave their belongings there all the time, including Monday morning.

He said he saw the items and they were thrown out, and added he believes that’s what led to the altercation and the shooting in broad daylight.

A witness across the street, Bob Elles, told KOIN 6 News the gunshot “was like a firecracker. We didn’t realize what it was until we saw the guy running out of the building. Before you know it, he was hurt. It was scary because you didn’t know what was going on.”

KOIN 6 News will continue to follow this story.
